The Mission of Orange Citizens for Parks and Schools is to:

Oppose residential development on specific portions of the Sully Miller/Hanson sand and gravel aggregate site;
• Preserve the open space corridor along Santiago Creek;
• Promote the eventual creation of active and passive parkland;
• Support Orange Unified School District's need for a school site; and
• Endorse elected officials and candidates sharing this vision.

Proposed Rio Santiago Development

The Sully-Miller site is a former 110-acre sand and gravel operation located on Santiago Creek in the City of Orange. The exact location is Santiago Canyon Road just east of Cannon Avenue. Once the mining was completed a portion of the property was then used for inert fill (asphalt, concrete, etc.); another portion of the site is currently used for a Rock Crushing/Recycling operation.

In 2001 the Fieldstone Company proposed building 177 homes on most of the property, but due to public opposition, this plan was denied in 2003. The site is now owned by JMI Real Estate who is proposing to build a Senior Living Community on 28 acres and preserve the remaining 82 acres as Passive Open Space and Active/Passive Recreational Uses.

Due to public interest in the ultimate use of this property, this website is intended to inform the viewer of the proposed plan being offered by JMI Real Estate and the involvement of The Coalition Group.
